APPARATUS FOR SETTING UP A RADIO RESOURCE CONTROL CALL AND RELEASING IT IN INTERNATIONAL MOBILE TELECOMMUNICATION-2000 OF USING GENERAL PACKET RADIO SERVICE AND METHOD THEREOF

PURPOSE: An apparatus and method for a call set-up and release in a radio interval in a general packet radio service of a next-generation high speed data mobile communication system are provided to allow an MM(Mobility Management) to constantly hold information on an RRC(Radio Resource Control) connection set-up and release by performing a procedure of the RRC connection set-up and release between a non-GPRS(General Packet Radio Service) and a GPRS. CONSTITUTION: In order for a mobile terminal to transmit a message according to an originated call, it requests a set-up from an upper layer to a lower layer in a layer 3. When there is a response to the set-up request, only if the response is proper, the message is transmitted and received peer-to-peer. That is, when an MMI(Man Machine Interface) receives an origination call request from a mobile terminal user, it transmits an MNCC_SETUP_REQ to a CC(Call Control). Since the CC can not directly transmit and receive peer-to-peer with a CC of a base station, the CC transmits an MMCC_EST_REQ to the MM. And since the MM can not also transmit and receive a message peer-to-peer with an MM of the base station, the MM transmits an RR_EST_REQ to the RRC. In other words, in order to set up an RRC connection on a non-GPRS, the MM should transmit the RR_EST_REQ for a start, and for a communication of peer-to-peer, a set-up starts by a message transmitted from an upper layer. Such characteristics should be satisfied on the GPRS in order to maintain a coherence of a connection set-up and release for a radio interval between the non-GPRS and the GPRS.
