PURPOSE: An apparatus and method for a call set-up and release in a radio interval in a general packet radio service of a next-generation high speed data mobile communication system are provided to allow an MM(Mobility Management) to constantly hold information on an RRC(Radio Resource Control) connection set-up and release by performing a procedure of the RRC connection set-up and release between a non-GPRS(General Packet Radio Service) and a GPRS.
