PURPOSE: An apparatus and a method for encoding and decoding an optimum code word in a mobile communication system are provided to generate an optimum (11,5) code word by puncturing the first Read Muller code words including 16 coding symbols. CONSTITUTION: An input information bit stream is formed with 5 bits(a0,a1,a2,a3,a4). The input information bit stream is inputted into a Read Muller encoder(110) of a (11,5) encoder(100). The Read Muller encoder(110) encodes the input information bit stream and outputs the first Read Muller code words. The first Read Muller code words are formed with 16 code symbols. The first Read Muller code words are outputted to a puncturer(120). The puncturer(120) selects one pattern from 2688 punctured patterns. The puncturer is used for puncturing corresponding 5 symbols in a puncturing position corresponding to the selected punctuated pattern. In addition, the puncturer(120) outputs the remaining 11 coding symbol stream, namely a (11,5) code word.
