PURPOSE: A video MP3 system, and a method and a device for generating and restoring minimized video data are provided to have an AV(Audio/Video) decoder in which a video decoder restoring moving picture signals is added to an MP3 player restoring audio signals. CONSTITUTION: A data interface unit(20) receives compressed data of audio signals and reduced data of video signals. A memory unit(23) inputs and outputs the compressed data of the audio signals and the reduced data of the video signals. An AV decoder(24) receives the compressed data of the audio signals and the reduced data of the video signals stored in the memory unit(23), and separatedly decodes the compressed data of the audio signals and the reduced data of the video signals. A microcomputer(21) regulates the data interface unit(20) to receive the compressed data of the audio signals and the reduced data of the video signals from the data interface unit(20) and store the received data in the memory unit(23), and delivers the stored compressed data and/or the reduced data to the AV decoder(24). An audio player receives audio data decoded in the AV decoder(24) to play audio signals. And a video player(27) receives video data decoded in the AV decoder(24) to play video signals.
