PURPOSE: An inter-phase modulating wavelength conversion apparatus using an SOA(Semiconductor Optical Amplifier) and a method thereby are provided to change the wavelength of an optical signal into a desired wavelength and to actively or passively adjust the power of a probe light. CONSTITUTION: An inter-phase modulating wavelength converter(100), consisting of 6 SOAs, converts the wavelength of an inputted optical signal into a desired wavelength, irrespective of transfer speed and transfer methods. In order to enhance the reduction of an extinction ratio dependent on the gain characteristics of the wavelength converter(100), the optimal power conditions of a probe light are stored in a data table storage device(150) previously. A processor(140), if the wavelength of the probe light is changed, reads a suitable power value from the data table of the data table storage device(150) and drives the second current supplier(130) so that current can be properly supplied. In other words, the processor(140) controls the second current supplier(130) and adjusts the power of the probe light.
