PURPOSE: A method for controlling the congestion of a router in a TCP/IP network is provided to apply various packet disposal methods and service rates according to packets by dividing the packets received to a router into adaptive source packets and non-adaptive source packets in order to fairly allocate network resources in the event of network congestion. CONSTITUTION: A classification part(101) classifies received packets into adaptive packets and non-adaptive packets, based on the protocol field values of the received packets. A buffer is composed of an adaptive queue(102a) and a non-adaptive queue(102b). The adaptive queue(102a) stores the adaptive packets, and the non-adaptive queue(102b) stores the non-adaptive packets. A scheduler(104) adjusts a packet service rate according to the states of the adaptive queue(102a) and the non-adaptive queue(102b).
