In the present invention deliver good development of the surface structure and the activated carbon fibers having an excellent adsorption performance delivered, such as acid or alkaline solution, preferably a phosphoric acid (H 3 PO 4) or potassium carbonate (K 2 CO 3) solution electrochemical subjected to a surface treatment for introducing the functional group on the carbon material surface, and a method for producing functional active carbon fibers. Introduced in the carbon body surface functional groups on the other hand does not influence the surface structure and the adsorption performance of activated carbon fibers, it imparts excellent ion exchange characteristics with the development of the surface polarity, made of activated carbon fibers in the vapor phase and liquid phase as the source of contamination, it not characterized the selective adsorbability of the oil and inorganic heavy metal pollutants having a polarity which is significantly improved.
