FIELD: road building; road pavement made up of separate ready-made blocks. SUBSTANCE: proposed road member is made in form of solid block of polymer concrete with modified products of pyrolysis of solid fossil fuels containing epoxy-, hydroxyl, carbonyl and carboxyl functional groups containing phenols and alkyl phenols, 5 to 50 mass % used as binder and containing filler with friction properties. Novelty is that binder includes up to 30 mass% of liquid oil processing wastes. Oil slime can be used for this purpose. Method of laying and repair of road pavements by means of preliminarily made blocks of polymer concrete provides placing block has not yet hardened to tack-free state. Then connection of surfaces of installed block and surfaces of adjacent block and/or road cushion, and/or road coating occurs owing to adhesion and subsequent hardening of binder.
