Production of a disinfectant solution containing hypochlorous acid comprises decomposing brine into chlorine gas and sodium hydroxide in a membrane cell electrolyzer; withdrawing chlorine gas from the electrolyzer and recycling it in a closed circuit through which the disinfectant solution is circulated; monitoring the free chlorine content of the disinfectant solution and controlling the electrolyzer in response to the resu and using the disinfectant solution for disinfecting and/or reprocessing industrial process water. Independent claims are also included for: (1) an apparatus for producing a disinfectant solution from water and salt, comprising a salt dissolving tank for producing brine; a membrane cell electrolyzer for decomposing the brine into chlorine gas and sodium hydroxide; an injector or gas separator for removing chlorine gas from the electrolyzer; a closed circuit for hypochlorous acid; and an injector for feeding the chlorine gas into the closed circuit; (2) an apparatus comprising a membrane cell electrolyzer for producing a disinfectant solution from brine withdrawn from a salt dissolving tank, in which residual lean brine is recycled to the salt dissolving tank through a pipe that is actively cooled; and (3) a storage tank for a disinfectant solution, comprising a tower of relatively small dimensions for measuring the liquid level in the tank, and active carbon between an upper waste air outlet and the solution.
