A topically applied medicament (I), having a colloidal drug carrier system, for the treatment and prophylaxis of painful and pruritic states comprises: (a) up to 10 wt. % of a lipophilic phase, containing local anesthetic(s) in an amount of up to 30 wt. %; (b) up to 50 wt. % of a surfactant-cosurfactant mixture; and (c) 40-75 wt. % of a hydrophilic phase.
