The device has upper and lower steel frames, each shaped like a T, a metal plate (13) for connecting the frames to form a housing that encloses concrete (12), whereby the metal plate is joined to the frames with bolts (17), and a cellophane tape (16) applied to the inside of the concrete structure to prevent leakage of the concrete within it. The metal plate has a different coefficient of thermal expansion than the concrete. Independent claims are also included for the following: a method of measuring thermal stresses in concrete structures.
