An offset printing paper is formed by coating a surface-treating agent having water-soluble polymer and surface sizing agents on a base paper for printing followed by drying the coating. The surface sizing agent comprises a copolymer of styrene monomer and anionic monomer, and a copolymer of olefin monomer and anionic monomer. An offset printing paper is formed by coating a surface-treating agent having constituents (A-C) on a base paper for printing followed by drying. The constituent A comprises water-soluble polymers. The constituent B comprises a surface sizing agent which is a copolymer of styrene monomer and anionic monomer and which comprises a water-soluble copolymer containing 20-80 weight% (wt.%) of styrene monomer. The constituent C comprises surface sizing agent which is copolymer of olefin monomer and anionic monomer and which mainly comprises water-soluble copolymer having 20-80 wt.% of olefin monomer. An Independent claim is included for production of offset printing paper.
