When that correlation value is smaller than a threshold value, it is defined as a detection block consisting of a tracking area by a detection block deciding circuit. The centroid of the tracking area is calculated by a centroid detection circuit and based on that centroid, a motion vector is outputted from a motion vector generating circuit. The reference vector is updated for each field.
