A micro-cell base station (10) establishes communication with a vehicle-mounted mobile terminal (90) in a micro-cell (M). A spot-cell base station (20) establishes communication with the mobile terminal in a spot-cell (SP) of the micro-cell. An integrated base station (IBS) (30) establishes communication with both the micro-cell and spot-cell base stations.
