The device includes an electric motor (2) driving a hub (6) on which a tool (5) is mounted, this motor being located in a casing (1) and being associated with a control member (10) having a security device (11) for preventing the functioning of the motor when the casing is returned to the normal functioning position. The control unit has a movable control element (8), provided to cooperate with an interrupter associated with the motor, and the security device (11) has a balancer (12) which hinders the displacement of the control element towards the active position in which the interrupter authorizes the functioning of the motor, when the casing is returned w.r.t the normal functioning position.
