The reel holding the hose or cable is held on a rotating (15) frame (22-25) which is supported on a column mounted on a base (1) with a roller at one end and an arm (3) with a delivery guide (35) at the other. The unit can fold flat for transport. The reel is held between arms (24) parallel to the axis of rotation, adjustably mounted (25) on radial arms (22,23).
