A cosmetic or dermatological formulation comprising at least two active matters in a multiple emulsion consisting of an internal aqueous phase dispersed in an internal oily phase, the whole being dispersed in an external aqueous phase. The multiple emulsion can optionally be mixed to a simple emulsion consisting of an external oily phase dispersed in an external aqueous phase. The internal aqueous phase comprises at least one hydrophilic active matter. The internal oily phase comprises one or more non-ionic surfactants and/or a non-ionic amphiphilic polymer and optionally one or more hydrophobic matters. The external aqueous phase comprises optionally one or more hydrophilic active matters and one or more non-ionic polyoxyalkylenated surfactants and/or one or more non-ionic polyoxyalkylenated amphiphilic polymer. The external oily phase optionally comprises a hydrophilic active matter and/or one or more non-ionic amphiphilic polymers.
