Production of a ferritic ferro-alloy sleeve strengthened with an oxide dispersion and containing chromium involves fabricating a sleeve blank by sintering a mixture of metallic and oxide powders, and cold rolling and annealing at least three times. Each cold rolling operation causes a reduction equal to or greater than 30%, the intermediate annealing is at less than 1100 deg C, and the final annealing is at at least 1100 deg C. Preferred Features: The method produces a heat resistant material, particularly a tube.
