Uses a switching relay (3) to actuate a telecontrol system and has a switching relay control unit (1) connected to a computer (5) having a specific program which allows modification of a call number list for authorized fixed line or portable telephones (4) and which records recently used numbers. The control unit (1) has a location for a SIM card (6) similar to those used on mobile phones operating on networks (7) such as SFR, ITINERIS The program loaded into the computer (5) has three principal function, programming of authorized numbers, teleloading of the last 100 numbers having access to the system, with recording of time and date of access and the time on the electronic card. The switching relay (3) can be actuated in two different ways selected by a switch of by a link, either in bistable mode in which the first authorized telephone call activates the relay (3) and remains in this state until a second authorized call is made, or in stable mode in which a telephone call activates the relay during a predetermined time. The duration of relay opening is adjustable to four values selected by a switch or by a second link, for 1, 10, 30 and 60 seconds.
