PROBLEM TO BE SOLVED: To enable a water-purifying and-activating assistant solution injected into and flowing out of a capillary to be slowly supplied to a filler for a water-purifying and-activating apparatus to thereby extend the life of the filler by inserting the capillary containing the water-purifying and -activating assistant solution into the filler. ;SOLUTION: A capillary 1 is made of glass, a synthetic resin, a metal, a ceramic or the like, one made of an acid-and alkali-resistant material being especially preferable. The capillary 1 may be in any shape; it is usually in the shape of a circular cylinder, a circular conical cylinder, a square cylinder or a square conical cylinder and it may be in the shape of a sphere, an ellipsoid, a biased sphere or the like formed by inflating the trunk of a cylinder to increase the volume. The filler 2, into which the capillary 1 is inserted, is usually used for a water-purifying and-activating apparatus 3, examples being active carbon and an ion-exchange resin, both used as a filter material for purifying water, and mineral debris for supplying mineral components to water.
