PROBLEM TO BE SOLVED: To provide an agent for the treatment of a keratinous substance and a treating method. ;SOLUTION: The objective keratinous substance treating agent contains shell membrane and a reducing agent having a disulfide bond breaking action. Improved permanent wave agent, end paper for permanent wave treatment, wool modifier and wool finishing agent can be produced by including such components.
