PROBLEM TO BE SOLVED: To provide a commutation ticket-integrated credit card issuing system capable of smoothly executing examination of a credit card member and control of use of the card. SOLUTION: A user applies for issue of an IC commutation ticket having credit function at a station window or the like by an issued credit card 3 and an IC commutation ticket application 5. Sales data of a commutation ticket charge and new card issue request data are sent from a ticket issue terminal 11 to a credit card system 21 through a reservation/ticket issue system 12 by using credit card member data read from the credit card 3. The credit card system 21 executes credit determination based on the credit card member data, executes processing of credit sale if the credit is accepted, gives a new credit card number, and returns the data. The ticket issue terminal 11 writes the data on the IC card based on the returned data, and executes printing on the ticket surface.
