PROBLEM TO BE SOLVED: To provide an operation method for a registration station server in a key management method utilizing a public key cipher system to be implemented under an environment that a user terminal, an authentication station server and the registration station server connected to be mutually communicable exist.;SOLUTION: The registration station server manages a user ID on a database, receives the registration request of a new public key from a user terminal A and retrieves the data base with the user ID received together with the request as a key and when the user ID exists, the new public key is make to correspond to the user ID and stored into the database. Then, the use start request of the new public key or the invalidation request of a present public key sent from the user terminal A or another user terminal is received and the issuing request of a digital certificate for the new public key is transmitted to the authentication station server.
