PROBLEM TO BE SOLVED: To reduce the generation of noise when a road block is laid by constituting a pavement block by use of a porous concrete having a specified porosity and a surface layer formed by use of an aggregate having a specified form. ;SOLUTION: A pavement block 1 is formed of a porous concrete having a whole porosity of 10-25%, and the surface layer of the pavement block 1 is formed of a porous concrete using an aggregate having a maximum dimension of 20-5mm and a uniformity coefficient of 1-3. The strength is kept by setting the porosity within 25%, and generation of noise is suppressed by setting the porosity of 10% or more, so that clogging is hardly caused. For the aggregate used for the surface layer, the maximum dimension is set to 20-5mm, whereby generation of noise is suppressed, clogging is hardly caused, and the reduction in performance after the lapse of a long period is prevented, the uniformity coefficient is set to 1-3, whereby a sufficient cavity is provided to prevent the clogging.
