PURPOSE: To promptly start a main unit again when a failure in power-factor improvement capacitor unit occurs by using an emergency driving condition instead of a normal driving condition when the failure in capacitor occurs and reversible pump-turbine and a generator motor are stopped. ;CONSTITUTION: Under a main-unit driving condition, a main unit is started again even when a failure in power-factor improvement capacitor unit 10 is detected and at the same time a reversible pump-turbine 13 and a generator motor 5 are stopped in emergency. The main-unit driving condition is set in a way that the main unit is started again in the case that a cycloconverter power breaker 6 is closed, a capacitor exclusion operation mode is selected as an operation mode, and a capacitor breaker 9 is opened, regardless of other conditions, namely whether the capacitor breaker 9 is opened or not and whether the capacitor unit 10 is out of order or not.;COPYRIGHT: (C)1996,JPO
