PPROBLEM TO BE SOLVED: To promptly solve an urgent national problem that capacity and quantity of treatment for waste to be disposed have become too small in every waste-disposal site throughout the country, and promote regional industries in former coal-mining regions in every district and island in Japan. PSOLUTION: In abandoned mines in once coal-mining regions, gallery floors, walls, and ceilings are reinforced to build rigid constructions. A waterproof layer, a waterproof protective layer are provided in the inside of the structure. Thus, in former coal-mining regions or islands throughout the country, there are constructed latest large facilities, waste-disposal facilities, facilities for hazardous-material detoxification and waste recycling.
