PROBLEM TO BE SOLVED: To estimate the change of a rain area from a radar image by calculating the correlation function of a histogram on four areas from two frame images, and estimating the moving quantity and moving direction correspondingly to the highest similarity. SOLUTION: An image input section 100 inputs the radar image of a rain area, and an image storage section 110 stores the past images in time sequence. An image projection section 120 projects the rain area in vertical and horizontal four directions from two frame images respectively and generates a histogram on an abundance ratio. A moving vector estimation section 130 calculates the correlation function of the histogram on four areas from two frames and estimates the moving quantity and moving direction correspondingly to the highest similarity. The moving quantity and moving direction are filtered by a filter section 140 to mitigate the effect of noises, and a general moving vector is outputted from an output section 150.
