Detoxification unit and detoxification methods of ash and soil

PROBLEM TO BE SOLVED: To provide a detoxification treatment process of ash/soil, which comprises applying short-pulse high voltage to ash/soil containing toxic substances and thereby causing electric discharge within the soil/ash, to form a chemically active species mixture consisting essentially of radicals by a plasma generated in the soil/ash and to subject the toxic substances in the soil/ash to decomposition/detoxification in a high decomposition rate, and also to provide a treatment device for the process. SOLUTION: In this treatment process, a high-density plasma is uniformly generated on the surface of each of the particles of ash/soil.
