SOLUTION: A waste gas is lowered in the salt concentration to a prescribed value in a lime spray column, the sprayed lime is collected with ash by an electric dust collector or a bag filter and next, the waste gas is controlled in the temp. to a prescribed temp. by a heat exchanger, introduced into a adsorption column filled with a granular activated carbon to be brought into contact with the activated carbon and discharged to a chimney. SO2 and dioxin are adsorbed to the granular activated carbon, NOx is decomposed by NH3 injected from the rear stage of the heat exchanger, a part of which is filtered and collected with the dust as NH4 Cl in the activated carbon layer of the adsorption column, the activated carbon adsorbing SO2 , dioxin and HCl is introduced into a releasing column to release SO2 , to decompose dioxin and to release HCl by heating, the released and recovered activated carbon is cooled and discharged from the releasing column, the released gas is returned to the front stage of the lime spray column, desalted with the waster gas and SO2 is also fixed with the sprayed lime.
