PPROBLEM TO BE SOLVED: To extract and vectorize a building from laser measurement data from air. PSOLUTION: A laser observation system 10 is mounted on a helicopter, scans a target area and measures three-dimensional position data Pi (x, y and z) of the ground and a building. A building extracting device 12 extracts point data equal to or higher than the ground by a height threshold Href according to elevation data H and the threshold Href and outputs the point data as the point data Bi (x, y and z) of the building to a building grouping device 14. The building extracting device 12 also inputs point data other than the point data Bi (x, y and z) as data Gi (x, y and z) other than a building to the building grouping device 14. The building grouping device 14 groups the point data Bi to an individual building from the building extracting device 12.
