PPROBLEM TO BE SOLVED: To prevent a traffic jam by using a traffic flow control means mainly at a junction part on a highway such as a toll gate and the exit of a parking area, the junction part with a general road, a slope part, the sites of a sudden accident and road construction, etc. PSOLUTION: This road control method using an inference process comprises the processes of acquiring traffic flow data from a traffic sensor, controlling a traffic flow, calculating a subsequent predicted traffic flow corresponding to the value of present traffic flow control on the basis of the comparison of stored past measurement data and present traffic flow data, and limiting the traffic flow by the traffic flow control means so as to make the subsequent traffic flow satisfy a prescribed condition.
