PROBLEM TO BE SOLVED: To provide a method for forming a hard coating layer achieving excellent chipping resistance in high speed tooth cutting work on the surface of a solid tooth cutting tool of cemented carbide alloy.;SOLUTION: A tool is installed on a rotary table which rotates and revolves in an arc ion plating. A nitrogen gas atmosphere is set in the device. Between a cathode electrode of Al-Ti alloy and a cathode electrode of It-Al alloy, and anode electrodes respectively provided in parallel with the cathode electrodes, that are disposed to face each other having the rotary table inside, arc discharge is generated.
