PROBLEM TO BE SOLVED: To provide a ground fault detecting apparatus and a ground fault detecting system in an electric power system, which can discriminate and detect ground faults on the power supply side and the load side in the electric power system, using an electric power conversion apparatus operated at different frequencies on the power supply side and the load side. SOLUTION: The ground fault detecting apparatus 1 comprises a ground detecting part 2, the first frequency ground fault discriminating part 3, a second frequency ground fault discriminating part 4, a first ground fault alarming part 5 and a second ground fault alarming part 6. The ground detecting part 2 converts a ground fault current flowing in a grounding conductor Le into a voltage and generates a ground fault detecting signal Ve. Since the first frequency ground fault discriminating part 3 discriminates and detects the ground fault in the first frequency electric power system, and the second frequency ground fault discriminating part 4 discriminates and detects the ground fault in the second frequency electric power system, the ground faults at two different frequencies in the electric power system are discriminated and detected by one ground fault detecting apparatus.
