PPROBLEM TO BE SOLVED: To provide a pneumatic bias-ply tire for a heavy load with excellent durability, and resistant against the trouble of strip cutting without deteriorating the molding productivity of the tire. PSOLUTION: The pneumatic bias-ply tire for a heavy load has at least two bead cores B1 and B2 in left and right bead parts respectively, and ends of plural layers of carcass ply 2P-8P in the cross direction are rolled up from the inner side to the outer side of the tire in each bead core B1 or B2. In the pneumatic bias-ply tire, the carcass ply 1P in the innermost layer is made to be the floating ply without being rolled up to the bead core B1 on the innermost side, and the edge Ea of the floating ply 1P is located on the inner diameter side of the tire from the flange height Hf of a rim R and on the outer diameter side of the tire from the center Bc of the bead core.
