PURPOSE:To make a transmission delay time of a packet and its abort rate constant by referring an inputted packet and calculating a link capacity of the network and the total cost according to a prescribed program so as to form the network. CONSTITUTION:A parameter inputted from an input output device I/O 3 is stored in a memory 4. The parameter includes a topology of a network including m-sets of links and n-sets of nodes, traffic among nodes, an average packet length, a routing list, a maximum allowable delay time, a probability where a delay time does not exceeds the allowable value, and an upper limit of an abort rate of a packet or the like. A CPU 2 refers to the parameter stored in the memory 4 to make calculation according to a prescribed program and outputs the result such as a link capacity of the network and the entire cost or the like via the I/O 3 to form the network based on the parameter. Thus, the delay time in the packet transmission is constant regardless of distance and the packet abort rate is set to the allowable value or below.
