PROBLEM TO BE SOLVED: To provide a method for modulating survival of endothelial cells, migration thereof, and blood vessel formation, to provide a composition therefor, to provide a glycogen synthase kinase 3 (GSK 3) molecule, to provide an agent for modifying kinase activity of the molecule, and to provide a method for using the agent when the activity is modulated. SOLUTION: This method includes such embodiment that the blood vessel formation is inhibited by administering a blood vessel formation inhibitor to an examinee, wherein the blood vessel formation inhibitor is selected from (1) the activated GSK 3 molecule and (2) a GSK 3 kinase activator, and administered to the examinee in such an amount as effective for inhibiting the blood vessel formation in the examinee.
