PROBLEM TO BE SOLVED: To forecast an exchange which has high probability of the occurrence of congestion, before the congestion occurs, and to prevent the occurrence of congestion before it occurs.;SOLUTION: A exchange administration device 3 consists of a memory part 33 which memories a congestion forecast value and a congestion discriminating value, and a discriminating part 34 which compares transmission and reception signal volumes and the congestion forecast value and the forecast discriminating value, forecasts the occurrence forecast, when the signal volume exceeds the congestion forecast value and is less than the congestion discriminating value, and discriminates that the congestion has occurred, when the signal volume exceeds the congestion discrimination value.;COPYRIGHT: (C)2003,JPO
