PROBLEM TO BE SOLVED: To further suppress consumption of an IP address used in a plurality of IP telephones.;SOLUTION: A private branch exchange 10 compatible with VoIP manages the upper limit number of the IP address, and corresponding information of the aligned IP address to the telephone number of the IP telephone. When the IP telephone 21 originates, an IP address acquiring request is sent together with an own telephone number via a first broadcast packet, and the IP address dynamically allocated from the private branch exchange is returned via a second broadcast packet and acquired. At incoming time at each IP telephone, an IP address acquiring request sending dependence is sent together with the telephone number of the object telephone from the exchange via a third broadcast packet, the first broadcast packet is sent from the telephone to be an object, and the IP address is acquired.
