PROBLEM TO BE SOLVED: To provide a resin film having high sound insulating and sound absorbing effects and an effective method of using the same.;SOLUTION: The front and rear of a piezoelectric film obtained by stretching a polymer having optical activity is provided with conductive layers and these layers are shorted, by which the film having the sound insulating and sound absorbing effects is obtained. The polymer having the optical activity is enumerated by biopolymers, such as polypeptide and cellulose derivative, synthetic high polymers, such as polylactic acid and polyhydroxy butyric acid, formed by polymerizing monomers having the optical activity, polymers containing ≥1 monomer components having the optical activity, etc. The conductive layers include conductive materials, such as metals, metal oxides or carbon, formed on the film by a technique, such as vapor deposition or ion sputtering and the conductive resins, such as resins containing the conductive materials and conductive high polymers, formed as multilayers.;COPYRIGHT: (C)2003,JPO
