PROBLEM TO BE SOLVED: To provide a reference image selection processing apparatus and method capable of selective processing of a reference block optimum to moving picture data.;SOLUTION: A block comprising pixels the pixel value vectors (boundary of D/boundary of x, boundary of D/boundary of y) of which are great and the directions of which differ from each other is selected as the reference block. It is possible to select a block having a feature in a plurality of directions as the reference block, the selected block as the reference block is applied to a moving picture to easily select a corresponding image block from pictures at different times in a moving picture, and the detection of a motion vector related to the corresponding pictures can more accurately be executed.;COPYRIGHT: (C)2003,JPO
