PROBLEM TO BE SOLVED: To provide a method for adaptively encoding a motion image based on temporal and spatial complexity and an apparatus therefore.;SOLUTION: This invention provides the adaptive image encoding method based on temporal and spatial complexity comprising: calculating the temporal and spatial complexity of input video data in order to encode the data with different temporal and spatial resolutions at different frame rates based on the temporal and spatial complexity of the input image data so that the image data are stored with high efficiency; determining a resolution and a frame rate by comparing the temporal and spatial complexity with a predetermined threshold value; and converting the resolution of the input video data and the frame rate on the basis of the determined resolution and frame rate.;COPYRIGHT: (C)2003,JPO
