PROBLEM TO BE SOLVED: To identify the cause of the light power fluctuation of a WDM signal with a simple structure by monitoring the transmission state of an optical transmission line while comparing the fluctuation quantities of light power of a plurality of kinds of light whose light components that are mutually included are different about two wavelength bands. ;SOLUTION: Optical branching elements 311 and 312 respectively include, e.g. and a fiber coupler, etc., and separate a part of light in a signal light wavelength band including 8-wave signal lights (λ1 to λ8) propagated in an optical fiber transmission line 42.
