PROBLEM TO BE SOLVED: To provide a method for forming an electromagnetic steel plate with an insulating coat which can be annealed to remove strain and has good corrosion resistance and solvent resistance and the insulating coat. ;SOLUTION: An electromagnetic steel plate is coated with an insulating coat which contains (a) a resin, (b) silica and at least one selected from (c) a silane coupling agent and (d) an immobilizing agent and in which a solid weight ratio of (a)/(b)/(c+d) is 100/20-500/0.1-50. An aqueous composition of (a)-(d) is applied on the steel plate and dried at 80-250°C to make a coat of 0.05-4g/m2.;COPYRIGHT: (C)1997,JPO
