PROBLEM TO BE SOLVED: To provide a novel video encoding technology capable of remarkably suppressing a produced encoding amount in encoding control of a video encoding.;SOLUTION: The novel technology positively applies the NotCoded system to an encoding object macro block wherein a few amounts of DCT coefficients are produced due to noise regardless of that no image change is viewed or an encoding object macro block wherein an image change is hardly detected as a visual characteristic. The NotCoded system is a system encoding is available by having only to indicate 1-bit information denoting absence of encoding information when almost no image change exists by comparing an encoding object macro block with a macro block at the same position in a preceding frame and can remarkably suppress the generated encoding amount for the encoding object macro block with no image change. Thus, it is possible to assign many more coding amounts to other macro blocks whose encoding is difficult and the enhancement of the image quality of the entire frames can be realized.;COPYRIGHT: (C)2004,JPO
