PROBLEM TO BE SOLVED: To quantitatively and/or qualitatively detect HIV Rev protein and HIV Tat protein. SOLUTION: This invention relates to a reporter gene construction material for detecting the HIV Rev protein and the HIV Tat protein, a method for functionally testing the Rev protein and a Rev-fused protein prepared by recombination, a method for screening a sequence from various roots based on activity as an instabilization element, a method for screening a sequence inducing transportation from a nucleus into cytoplasm by binding to a shuttle protein of the cell or other viruses and a method for detecting HIV-infected cells. The reporter gene construction material of this invention forms a reporter protein in the presence of the HIV Rev protein and the HIV Tat protein after it is introduced into the cells. The reporter protein can be used for quantitatively and/or qualitatively detecting the HIV Rev protein and the HIV Tat protein.
