PROBLEM TO BE SOLVED: To obtain a device capable of accurately comprehending illegal use after vector quantization by performing time base/frequency base conversion and waveform chopping of input signal data, performing vector quantization of frequency base waveform chopping data to be obtained, generating index data and attaching watermark information data to the index data. SOLUTION: An embedding position information storing part 21 outputs stored watermark embedding position information data DFP to a watermark embedding part 24, a random number generating part 22 generates random number data DRN for randomly selecting a watermark information embedding position and outputs it to the part 24 and a watermark information storing part 23 successively outputs stored watermark information data DWM to the part 24. The part 24 prescribes an embedding position according to the data DFP and DRN, attaches the data DWM to an inputted 1st highpass index data DPIDH1 and outputs it to a multiplexer part 28.
