PROBLEM TO BE SOLVED: To provide a method for producing a polyacrylonitrile (PAN)-based carbon fiber nonwoven fabric as a useful raw material for a carbon fiber material such as an electrode material for a polymer fuel cell, and to provide a method for producing a PAN-based oxidized fiber nonwoven fabric of an intermediate material for the carbon fiber nonwoven fabric.;SOLUTION: The PAN-based oxidized fiber nonwoven fabric is produced by processing an oxidized fiber having a specific gravity of S1 and an oxidized fiber having a specific gravity of S2 to obtain a nonwoven fabric, wherein the specific gravity S1 and the specific gravity S2 satisfy relations 1.25≤S1≤0.50×S2+0.64 and 1.35≤S2≤1.42 and the oxidized fiber nonwoven fabric is carbonized to produce a PAN-based carbon fiber nonwoven fabric having 10-140 g/m2 basis weight and ≤3.5 mΩ electrical resistance.;COPYRIGHT: (C)2003,JPO
