PPROBLEM TO BE SOLVED: To rapidly respond to a disaster by predicting the occurrence of the disaster. PSOLUTION: When an observation value of natural phenomenon in periodically received weather observation data, earthquake data or the like exceeds a prescribed threshold (S1 and S2), a satellite image provider for remotely searching the natural phenomenon related to the observation value is selected (S3), and a delivery request of satellite image data is transmitted thereto (S4). When satellite image data is received (S5), an abnormal area where the disaster occurrence is predicted is extracted on the basis of the differential image data between the received satellite image data and general satellite image data (S6 and S7). For each extracted abnormal area, an abnormal level value is calculated from the differential image data as an index showing the danger of disaster occurrence (S8). When this value exceeds a prescribed threshold (S9), an alarm mail is transmitted to an administrative agency which controls the disaster occurrence predicted area (S11). PCOPYRIGHT: (C)2004,JPO
