PROBLEM TO BE SOLVED: To provide a method for creating and distributing questions, a server for creating and distributing questions, a program for creating and distributing questions, and a recording medium which enable easy creation of a question making program in accordance with a request from a learner, reduction of the cost of communication, and realization of a service the learner and a question maker can easily take part in.;SOLUTION: In the method for creating and distributing questions, a question related information registration step in which question related information of the question inputted by the question maker is registered in the server 10 for creating and distributing questions, a question making program creating step in which a question making program with the question related information embedded therein is created by extracting the question related information in accordance with the question requested from the portable terminal 12a, a question making program distribution step to distribute the created question making program to the portable terminal 12a, and a history information recording step to record the question embedded in the distributed question making program as history information are carried out using the server 10 for creating and distributing questions connected with the portable terminal 12a and with a question maker's terminal 11a via a network.;COPYRIGHT: (C)2003,JPO
