PROBLEM TO BE SOLVED: To prevent excess charge and discharge, heat generation or insufficient charge of a battery. SOLUTION: A capacitor 13 and a transistor 14 are connected to a battery 11 in series. A three-phase power supply is connected to the capacitor 13 via a rectifier 1, and the battery 11 is charged with charge stored in the capacitor 13. The on/off of the transistor 14 is controlled based on the comparison of a charging current of the battery 11 and a target value.
