PROBLEM TO BE SOLVED: To automatically set a proper circulation route depending on the contents of a document. ;SOLUTION: A workflow management device 10 is equipped with a circulation route storage part DB2 which stores circulation route data R wherein a circulation route of a workflow for circulating an application document T among a plurality of circulators is previously set corresponding to a combination of data on an 'application department' and an 'examination rank' included in the application document T and a circulation route determination part 12b which obtains the data needed to determine the circulation route from the application document T and determines the circulation route according to the circulation route data R.
